Typing ö using US Int keyboard's standard right Alt+P wrongly deletes all contents of a cell

Unfortunately, resetting Windows keyboard had no effect.
For resetting default Excel shortcuts it was a bit unclear, as I don't find "Keyboard Shortcuts - Customize" options after going into "Customize Ribbon".

What are you talking about? There is no "All Commands".
I also have this issue in my newest Excel on the updated Windows 11.
Right Alt + P deletes the whole cell! There and only there, in Excel!!! It drives me NUTS. I was never so angry in my whole life.
