Excel is aimed more to support calculation than visual effects (PowerPoint has some cute effects). Some limited effects are possible using a conditional format data bar
Alternatively you could use an area chart, stripped of annotation and axes and scaled down to cell size.

I could improve having a value with a "transparent" font
Typically the solutions offered do not support the addition of further text in the call.
1. For the chart, partial transparency for the series data and complete transparency of the plot and chart areas would allow text to show through.
2. The conditional formatting uses values placed within the cells to control the formatting so they are not available for the display of text other than by strange custom number formatting which will lack flexibility.
3. Building text from special characters or fonts also implies the cell cannot also hold text.
Something that is possible in each case is to use an overlaid text box linked to the text held in some remote cell. The Background to the textbox would need to be 100% transparent.
