two colours formatting within a cell (like a flag and not a 2-coloured pattern)

Excel is aimed more to support calculation than visual effects (PowerPoint has some cute effects). Some limited effects are possible using a conditional format data bar
Alternatively you could use an area chart, stripped of annotation and axes and scaled down to cell size.

Insert a shape (rectangle, for instance). Then, resize it to fit into a single cell or range of cells or whatever your desired area is. Then, right-click on the shape and select Format Shape > Fill > Picture or texture fill > Insert a downloaded or created picture from your device or another source. The last step is to play around with transparency in order to be able to see the values in the cell.
As an example, following these steps, this is how it should look like:

even with a high transparency ... the linear gradient is not 'abrupt' enough.

Although a bit of a trick it works, one issue is that the "transparency" is almost always "overwritten"
by the gradient setting.

Taking the shapes idea further, this is an image of a spreadsheet I prepared a couple of years age
The group standings and winners changed dynamically according to the results as they were entered.
