To rotate the X axis values in a histogram

Hi everyone,

I have a histogram and all I'm trying to do is to rotate its horizontal axis values so that they can either show vertically or "slanted", I understand this would normally be done via the "Textbox" in "Text Options" but this appears to be greyed out. 

I also couldn't find related videos on Youtube. Can someone please help? 

I am attaching a spreadsheet below.

    Not very helpful but I agree with your conclusions.  I could produce a better histogram using the FREQUENCY function and a column chart!

     

    One thing that might help though, is to further modify your number format. 

    I found that

    "$B"#,##0.0,,,

    at least produced something viewable, e.g. [$B1.1, $B3.1]
