You may tweak your formula like this as IFERROR and >0 are not required here and can be replaced with ISNUMBER.
=TEXTJOIN(",",TRUE,IF(ISNUMBER(FIND(TRIM([@Code]),User_access[Website access])),User_access[Username],""))
