=TEXTJOIN: Not Returning Text

Hello Everyone,

I am just now learning about the TEXTJOIN function.
I have entered my argument seemingly correctly, as it appears correct in the Function Arguments window.
But it is not appearing correctly in the worksheet cell.

In the attached file, Cell B27 is a TEXTJOIN(...)

Can anyone review and ascertain what the issue is?
