Text Wrapping not Working

I am having a very hard time text wrapping. For some reason, one column has text that does not align with the row below it, also in the same box. I have tried realigning the text, wrapping the text, and I have read multiple forums with no solution in sight. When I double click the box to fix the extra spaces, they disappear and it looks exactly the way it should when text wrapped, but when I hit enter, it goes back to having useless spaces and will not align properly.. I have tried everything, including “text to columns”.
