TCP support in VBA under excel 365

How can I implement TCP communication in VBA under excel 365, windows 64 bit?

I used to work with OSWINSCK.Winsock under win32.

    Is there any official reason there is this much confusion about getting a pretty stock language to support sockets out of the box already. It just feels like a lot of hoops to jump than end Excel users in a weird place.  The web is full of people asking this question and the answers are not that conclusive as to the caveats and reasons to be aware of that it's not in the language even as vanilla.

    What is with all the side stepping, is socket access a specific security issue in Excel that is not obvious to us?
