How do I create a multi column and row spreadsheet? Can I cut and paste from Works spreadsheet?

Yes, you can cut and past the excel sheet.

yes, you can paste from other applications into Excel. If you have a Works spreadsheet, you might even be able to open it in Excel directly or save it as an Excel file in Works and then open it in Excel.
