Spin Control only increments

I'm on Windows 10. I have found that highlighting the whole page (triangle in upper left corner of sheet) and selecting either Clear Print Area or Clear Page Breaks helps revert back to functionality, as others have mentioned similar temporary fixes, but only for the tab you are on. This is temporary, of course. And it still has to be done to each tab once it starts.
One key to helping resolve this will be to determine what causes the problem to recur after it goes away. I have found that copying and pasting one of these spin buttons caused the issue... well, more than once, but not every time! I created a new one from Developer and it did not cause the issue. When I moved a button, it happened... well, the first time it did. Then next few times it didn't! Very unorthodox and inconsistent behavior. I ran sheet Optimization and that didn't stop it from happening.
