some cells not accepting Conditional Formattig
Selecting a column of cells with numbers for a Conditional Format using a a color scale, shows 5 cells formatting correctly and remainder of the cells not showing the Conditional format. What ...
Fixed! they are text, even though formatting indicates 'Number'.
adding an '=' sign to the cell fixed it instantly.

Perhaps Excel treats those cells as text instead of as numbers.
What happens if you do the following:
- Make sure the cells are not formatted as text.
- Double-click one such cell.
- Make sure that there are no spaces before or after the value.
- Press Tab or Enter.
Fixed! they are text, even though formatting indicates 'Number'.
adding an '=' sign to the cell fixed it instantly.
