Note, i tested this while logged in everywhere as the same user, so the experience might be a little different for your other users, but this should get you on the right track.
1) Get the share-link to the file (you already know how)
2) Go to the folder where you want the shortcut.
3) Right-click in empty area, and pick "New -> shortcut"
4) Paste the link. Click Next and Finish.
5) When other uses click the shortcut, it will open the file in web-browser, not Excel.
6) If the user is signed into Microsoft, then they can click "Viewing -> Open in Desktop App"
They might also be able to access the file directly from inside their desktop app, if their desktop app is signed in, but i'm not sure.
