Sharing from within Excel not bringing up list of users

Is anyone else running into an issue when trying to share a file (send link) not finding or populating the user list?

When we attempt to do so from within Excel 2016 it just spins on searching but never finds the individual.

Any suggestions to look at would be greatly appreciated as this is a companywide issue.
