Select the cells you want to highlight.
On the Home tab of the ribbon, select Conditional Formatting > New Rule...
Select 'Use a formula to determine which cells to format'.
Enter the formula
=AND(WEEKDAY(TODAY())=5, OR(AND(DAY(TODAY())>7, DAY(TODAY())<15), AND(DAY(TODAY())>21, DAY(TODAY())<29)))
Click Format...
Specify the desired formatting in the Fill and/or Font tabs.
Click OK, then click OK again.
