It also gives you three columns rather than two, but I believe that's even better. If you must have only two columns you can always join the second and third again.

Hi,
Is your data always arranged like this:
row 1: name,
row2: street name,
row3: state
row 4: name2,
row 5: street name2,
row 6: state2
If so, I think you can use FILTER function to filter out every 3rd row.
I attached an example spreadsheet.
