Let take your template and start it from Sun, 17 Feb
That gives correct calculation for 29 Feb and 01 Mar

It would be nice to start week one on Sunday, February 17, 2020. However, the reality is that Sunday we one is actually February 16, 2020. Therefore, I must start Sunday of Week 1 as
February 16, 2020. Furthermore, because there are 29 days in February of 2020 (instead of the usual 28 days) there must be something wrong with the formula. Please advise.

Richard_James Allow me to contribute to the discussion and, perhaps duplicate what SergeiBaklan tried to explain. When I download your file I notice that you have 16 Feb 2019 in cell C1. Try 16 Feb 2020 and the problem will be solved, I guess.
