Quick Access Toolbar Keeps moving back above the ribbon

Question

I use the Quick Access Toolbar (QAT) frequently and like it set below the ribbon. Since upgrading to Microsoft 365, the QAT now moves back above the ribbon on its own anytime I close out of any Office programs where I customized the ribbon - previously once I would select to show below the ribbon it would stay put.

I have tried going through Options for the QAT, but haven't been able to find a solution to get it to stay. Any guidance on this would be appreciated.
