Python in Excel is built-in functionality ( not plugin). Thus you have it or you don't have it, there is no way to install it additionally. Please check previous discussion to see on which Excel python is available.
Yes, it is Python in Excel add-on which works on the top of built-in functionality adding premium features to basic python in Excel. It's paid option and it works in same environment where basic python in excel exists.
