Protected sheets automatically unlocked when uploaded to Google Sheet/downloaded into phone

Hi,

I encountered a problem where the protected sheets (with password) will be automatically unlocked/unprotected if the excel file is either:

1. Uploaded and viewed/downloaded via Google Sheet

2. Downloaded and viewed from my phone

I apologise if this has been addressed as I could not find a similar topic via the search function. If there is a solution to the above, please share the steps I could follow to keep the sheets protected.
