Hi Heather,
After locking the cells when you protect the sheet check "Insert rows" option, that will allow users to insert rows on protected sheet. Simular with other options in menu.

Jun 22, 2017I have done that. it doesn't let the user insert a row. the error message says "The cell or chart you're trying to change is on a protected sheet. To make a change, unprotect the sheet. You might be requested to enter a password"

If you lock cells in entire column when you are not able to insert rows since that's affect locked cells. If you lock only cells in some range, as in green on picture, when with protected as below sheet you may insert rows outside green area, and no way within it

Nope, just be sure you allow to select locked cells as here, when you may insert the row is the option checked. That's all depends on combination of options.
