Problem with spreadsheet protection. Filling values copies formats

Hello,

I'm using Excel with German menues, so I hope to use the right English terms...

I have a spreadsheet with protection turned on. Users are only allowed to change values in some cells. They cannot change formats (Formating cells unchecked). Works as expected.

Problem: If a user copies or fills cells, formats will be copied, too. This will destroy table lines and so on. Users can also use "Clear --> Formats" (the rubber symbol). I thought this was permitted by protection :-( 

Does anyone have a solution /workarround for this?
