Problem with sorting and filtering

Question

This is my table.When I filter the first column and I choose Vodovod, I only get the first row and not the entire 17 rows that I need.&nbsp;
Is there a way to make this work?

but better to avoid merged cells

If only unmerged the cells and repeat the value in each row. Actually your value "Vodovod" is in cell A2, next ones (A3, etc.) are empty.
