That's not a bug, that's feature. For number (or date, which actually is also number) axis type Excel scales axis from min to max with some gap to fit all values are in the range. However, in settings you may set min and max value as well as units value.
If you'd like to have values in axis in same order as you entered them, just change axis type on text. Take into account, text axis is not scaled. For example, if you have 1,2,15 the distance between 1 and 2; and between 2 and 15 will be exactly the same.
