Problem using Textjoin with concatenate

I have a TEXTJOIN formula that concatenates text based on an IF function.  The IF function looks at a range in column A and if the value in cell A1:A5>0, it concatenates text in B1:B5 with a ", " delimiter between each.  It is capturing all the correct text cells, but it is also adding an extra "0, 0," between each text string.  What am I doing wrong?
