PLEASE HELP - Excel Horizontal Scroll Not Working

I may have stumbled on a workaround for this scrolling bug that has also hunted me for a very long time. This involves opening a second Excel application instance.
For example, open first Excel worksheet. Setup freeze panes in it. At this time you can't scroll in either directions.
Open a second Excel application instance with a worksheet that has no freeze set. I am able to use my mouse to scroll in both directions.
Now I just move the mouse over to the first Excel worksheet, and I can scroll in it in both directions which how a freeze pane supposed to behavior.
Sometimes I have to re-establish the scroll ability in the second worksheet.

This is the answer! Only response I've found, that works, to solve this amazingly frustrating problem, thanks!
If you have frozen panes in a workbook and can't scroll horizontally using the horizontal mouse wheel, open a second instance of Excel, click somewhere in the workbook of the first instance of Excel (with frozen panes) so that instance is 'active', then hover the mouse over the second instance (but don't click in it, or it will become active), then scroll horizontally with the mouse wheel. The first workbook will scroll.
I was then able to close the second instance and resume horizontal scrolling as normal in first instance.
