Organization Only Access

Is it possible to limit the visibility of an excel sheet to only people in our organization?

Example: David@FakeCompany.com and David@RealCompany.com both try to open the same excel sheet.  The sheet checks for @RealCompany.com and doesn't open for any other option.  

Does anyone have an idea when the dynamic dropdown functions will be available to us non-adventurous users?
