Would 'faking' the chart work for you?
In reality the y-axis values have been multiplied by 10^9 and it is only a number format
0 "x 10¯⁹"that makes the number display with the factor of 10.

This is the file I used to generate the image. Firstly, does the workbook function correctly and, if so, is the idea usable? With very large numbers the idea would work better because formats like
#,##0.00,,_ ;-#,##0.00,,display the result in millions whilst retaining the value of the underlying number (no faking it)
