Use
=1/SUM(IF((F8:T16<>0)*ISEVEN(ROW(F8:T16))*ISEVEN(COLUMN(F8:T16)),1/F8:T16))
If you do not have Microsoft 365 or Office 2021, confirm the formula by pressing Ctrl+Shift+Enter.
