New windows opening under other windows
I'm tearing what's left of my hair out here.
How do you make new Excel windows NOT pop up UNDER existing windows? I've made it work in the past by moving a window multiple times, closing it and then opening it back up. Sometimes this works, sometimes it doesn't. It seems you have to know the secret knock. 9 times out of 10, the new windows will open up under my existing window which has never been a thing I have wanted ever. Yet it's the default. 75% of my monitor space is unused yet Microsoft will only open windows under existing ones. What's the solution here?

Please make sure on below first:
- Taskbar Settings: Adjust your taskbar settings to “Never combine” buttons. This can help manage multiple windows more effectively.
- Right-click on the Taskbar.
- Select Taskbar settings.
- Under Combine taskbar buttons, select Never.
- Excel Options:
- Open Excel and go to File > Options.
- In the Advanced section, scroll down to the Display options.
- Ensure that Show all windows in the Taskbar is checked.
I have the same issue, and it's not about the unused desktop space, it's the fact that a new window opens under existing windows, so you have to click on it on the taskbar to bring it forward.
The thing to Never Combine taskbar buttons has no impact (I have used Never Combine since re-added to Win11).
This has nothing to do with Excel. This happens when opening Calculator or even Explorer, as well as other programs. It's not an application problem, it's a system-level problem.
