Networking group visitation program rotation

Have a business networking group with 25 members.
Need to manage a list that schedules a meeting for two members each month.
Need to ensure each member gets scheduled to meet all other members prior to a duplicate meeting.
I picture a chain on a sprocket. Each link passes each other link before passing a link a second time.

Excel must be able to accomplish this Task.
