NEED HELP WITH FORMULAS FOR A PROTOTYPE

Hello!  Thanks to everyone who helped me with the first round of my Excel problem.  Here's my second set of hurdles:

 

(1) Some of my columns have variable information.  Please see my Excel sheet for details.  The problem I'm having is how to deal with columns where there can be more than one answer and how to factor that in. (i.e. EmpPref can be "perm" OR "contract" OR "any")

 

(2) I'm not sure of the syntax or where to insert it when I'm ready to add more values (more columns across).  Right now, I have a basic version working that matches jobs and candidates based on their 2 digit zip code and whether EmpPref matches (perm / contract).  Eventually, I want to include more information to sort by, such as job title, department, pay rate, etc.

 

Ultimately, on the green "results" table for cross-submittals, I want to know the candidate who has the most number of matches (job orders) for cross-submittals.  

 

Help is desperately needed!!!
