Need help to find grouped rows Excel

Sorry, can’t share the file because of sensitive data. I may have to create another one just to demonstrate. It is basically like this.
I see 81 rows in one sheet. I need to group them into four. When I make the first group of 8, I don’t see any of them or the title ‘group’. When I make all the four groups, all rows disappear.
Now I used a filter by label in the beginning. I think that might be causing the problem as I still see the filter is active. I can’t delete the filter.
