mysterious bug w/ vlookup formula that is not working
I have a vlookup formula that is working in certain rows but not in other rows despite consistent formatting, formulas and data. Looking for an expert that can diagnose and rectify this.

Could you attach a sample workbook (without sensitive data), or if that is not possible, make it available through OneDrive, Google Drive, Dropbox or similar? Thanks in advance.
