My Maps: Chart Legend Disappears when PDF is Created

Hello -
When I PDF the document, the chart legend disappears in the pictures below. I have updated my computer and Excel but have yet to solve the issue. Is there any known solution to this? Thanks!

    The only what I know that's copy chart, paste special as picture (picture could be placed on the top of the chart), print or pdf the file, remove picture.
