My Freeze Panes feature is not available
If we speak about Excel Desktop for Windows, Freeze Panes is disabled if you are in Page Layout view

I am not in Page Layout, I've tried to use my Freeze Panes in View tab, they are greyed out. And when I go to Review tab and click on Protect Workbook (that shows a picture of a lock on it), I do not get a choice to unprotect it, I can only enter a password to protect it.

What if you are in normal view and the protect worksheet/workbook is unlocked and still the Freeze Pane Icon is grayed out? Office Professional Plus 2019 version.
