multiple arguements. FORMULAS AND FUNCTIONS

I made a column with the numbers 10 through 80. Next to it I put a column with the numbers 15 through 85.

Is it possible for me to instruct XL to refer to a column of 1000 different values between 10 and 85, and count the number of times that it is greater than the quantity in a selected cell, and furthermore, either equal to or less than the quantity and another Cel.

I'm basically creating little number Bins.   I tried this but no dice!!!

 =COUNTIFS(C9;C1008,"<J23",">J24","=J24")
