MINIFS Function

Can anyone explain the example 6 which is mentioned in the below link

    If you look closely you'll see that the last row of the table is NOT included in the MINIFS formula.

    Last row on screenshot is #7 (400 is in D7), and the range is D2:D6. Row 1 is for titles ("Level" is in D1).

     

    On the other hand have no idea why they included that last row.
