Mapping values of matrix 1 into matrix 2

Hi,

my current problem is, that I have to matrices.

One matrix is used for categories and defines the conflicts between categories with 1 and 2 (see screenshot)

Then there is a second matrix which is used for permissions in an application (Mask).

Then there is a table which maps the masks to the categories. Let's say Mask_1 equals CAT1 and Mask_3 equals CAT2... Some masks may have no mapped category at all.

Sohow can I map the conflict values (1,2) into my second matrix? 

I've attached two screenshots to show the two matrices. 

I hope I made myself clear and you guys can help me.
