Make a complicated Graphic. Please help. It is for the Ukranians.

I am working with a group at Yale who are categorizing companies based on their exposure to Russia. they made a graphic of all the companies who left Russia. I want to make a similar Wall of Shame graphic of all the companies that stayed in Russia. The problem is there are 200 companies whose logo I need to fit into the graphic and they do change often. I am thinking that EXCEL might have a good way to make this graphic such as the one shown here:

any thoughts or help would be appreciated...and will help Ukrainians.
