So there is nothing in %appdata%\Microsoft\Excel\XLSTART (type that into Windows Explorer's address bar and hit Enter)?
If you record a macro which you set to store in your personal macro workbook and subsequently try to close Excel, does it ask you to save that Personal Macro workbook?
