Macros being blocked in Excel even though file is located in trusted site

I had a similar issue today that threw up this, which may be new wording for the same blocked content error.
In this case it was an invalid digital signature certificate.
The later security alert message says in addition you can enable the macros, you cant.
You need to remove the digital signature from the VBA project Developer >> > VBA Editor >>tools >> Digital signatures
Otherwise the block over-rides your macro settings
