Long opening excel files in office 2019 volume

Good afternoon.
Faced with such a problem, we have large excel files in our organization, which collect the indicators of many stores, use a large number of macro links and formulas. When trying to open it in enterprise excel 2019 volume version 1808 (assembly 10402.20023), the file opening time exceeds 45 minutes. And excel 2019 Retail Version 2308 (build 16731.20234) and excel 365 the same version open it in 1 minute. Unfortunately, we cannot use versions other than excel 2019 volume. How can I optimize a file or excel settings to speed up the opening time of a file? And the second question is why is there such a difference in loading time at all, because 1808 (build 10402.20023) is a new build with updates?
