Locked Excel Tab -> Unlocks if Opened in Google

I have an Excel file with a locked tab. However, when users open it via Google Drive, they are able to edit it, save it. After which, that same file tab has been unlocked when opened in Excel. Has anyone experienced this and know how to solve it? Thank you.
