Lock cell without protecting worksheet

I have a similar, but I think different, scenario... I only want certain columns in my spreadsheet to be locked (so people can't mess up or delete the formulas). I also want to be able to copy and paste rows on that same sheet.
I haven't been able to get that to work with any of the suggestions listed above.
Perhaps I'm doing something wrong? Or, it isn't possible?

If some columns are locked, users will not be able to copy/paste entire rows, because that would overwrite locked cells, including their formulas.
The only workaround would be to make a macro available that unprotects the sheet, pastes, then protects the sheet again. But that would be risky!
