Linked workbook formula

I am wondering if there is a way to build a formula for a workbook link in excel. For example, I would like the highlighted area to reference cell E1 instead of having that text telling excel where to look (in the picture)

Additionally I would also like to create a formula to use for the number (0095 in the picture) when telling excel which tab to pull the data from.
