Yes it does, but it also has some features that you will not find on the desktop.
I'm not a frequent user of the web version and can't really explain why Data Validation won't allow you to touch the list formula. It insist that you enter $A$3 and doesn't accept A3. Don't know if it's by design or a bug.
But you can set it up on the desktop and then it will work as expected in the web version. Tested it myself and you can even drag the cells with data validation down and A3 will become A4, A5 etc. Seep picture below from the web.
