Keeping Leading 0 in Cell Data not just Cell Display
I need the data in a cell to keep the leading 0 without adding an ' to the cell data. I am uploading to a program that pulls the actual cell data, and the lack of the leading 0 or the addition of the ' both cause upload errors.
All the fixes I can find either only change the Cell Display while keeping the shortened number in the Cell Data (Special Formatting as Zip Code, or Custom Formatting as a N digit number large enough to show the leading 0 in Cell Display), or add an apostrophe to the Cell Data (formatting as text, or unchecking "Remove leading zeros and convert to a number" via Files> Excel Options> Data> Automatic Data Conversion).

With "Remove leading zero..." disabled Excel adds apostrophe if the cell was formatted as General
If blank cell is formatter as text when apostrophe is not added when you insert value into such cell.
Please note, cell shall be really blank, it's not enough to Del the value, all properties shall be reset. The easiest way is copy/paste blank cell from any place in the workbook where was no data.
