=IF(C28<V19,V29,V28)
C28 = 8000.00
V19 sales price = 5,000.00
V29 interest = 560.00
V28 interest = 530.00
Is it taking 560.00 or 530.00?

You can easily test that yourself by entering the formula in a cell.
With your data, =IF(C28<V19,V29,V28) will return 560.
