imported xml but will not export

I have an XML file I was able to import, after making a change I can not export it.

States XML maps are not exportable.

I will have several CSV files I need to convert to a specific XML format

Any help is greatly appreciated.

I have provided copies of the source file and what the end result needs to be. sorry wouldn't let me add an XML file took a screenshot of it
