I started by writing down the number of chains for several combinations, and a pattern began to emerge.
If the number of items and the step size don't have any divisors in common (i.e. the greatest common divisor is 1), stepping through the items will arrive at each and every element. so there is one chain.
If the greatest common divisor is 2, one chain will connect all even values, and the other chain will connect all odd values, so there are two chains.
Etc.
